The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Perform ACCU Monitor Alarm Safety Tests in accordance with Detail Spec MOA2-05(20) and other attached specifications for NOAA Ship Thomas Jefferson. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN7200-20-00223 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01, 2019-06 This acquisition is unrestrictive for Full and Open Competition under NAICS code 336611, Ship Building and Repairing, with a business size standard of 1,250 Employees Line items are as follows: CLIN0001 Perform ACCU Monitor Alarm Safety Tests in accordance with Detail Spec MOA2-05(20) and other attached specifications for NOAA Ship Thomas Jefferson 1. SCOPE 1.1 These Detail Specifications contain the requirements for performing the ACCU Monitor & Alarm Safety Tests and troubleshooting the ACCU system on the NOAA Ship Thomas Jefferson (formerly USNS Littlehales T-AGS 52). See Attached Statement of Work for additional information. PERIOD OF PERFORMANCE: 12/09/2019 - 12/20/2019 DELIVERABLE DELIVERY DATE: 01/10/2020 Place of Performance Marine Operation Center - Atlantic 439 West York Street Norfolk, VA 23510 Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on November 19, 2019; any award resulting from this RFQ will be made based on best value when compared to past performance, availability, and price. Quotes and Documents stating past performance must be submitted to Christopher Baker at Christopher.Baker@noaa.gov Past Performance must be 3 jobs performed within the past 3 years on a NOAA Vessel, USCG Vessel, Naval Vessel, or Civilian/Research Vessels. Provide Point of Contact, Contract number, value and location. All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on November 15, 2019. Telephonic requests will not be honored. The anticipated award date is on or about November 19-21, 2019. Contractors are encouraged to register with the beta.sam.gov, Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within beta.sam.gov where this synopsis/solicitation is posted).
