NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Region Acquisition Division (ERAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Applanix Corporation located at 85 Leek Cres, Richmond Hill, ON L4B 3B3, Canada, for a firm-fixed price contract for upgrades to proprietary government owned equipment. Applanix Corporation is the only known business that meets the requirements and specifications to manufacture Inertial Measuring Units (IMU) for Applanix Corporation POS/MV-320 V-5 equipment. THE PARTS ARE REQUIRED TO BE PLUG AND PLAY AND NO MODIFICATIONS TO THE EXISTING EQUIPMENT ARE PERMITTED. Applanix Corporation is the Original Equipment Manufacturer (OEM) and sole firm that owns the POS/MV-320 V-5 designs (proprietary) and therefore has the ability to manufacture them. The following will be procured: 6 Inertial Measuring Units / 6 IMU Adapter Plates / 6 IMU Adapter Cables NOAA’s Office of Marine and Aviation Operations (OMAO) manages and operates a fleet of 16 Oceanographic Survey ships and 4 regional port offices to support ship operations and maintenance. The shipboard Multibeam Echo Sounders and other mission systems and equipment installed on these ships use precise positioning data (location, orientation, heave, pitch and roll) that is collected, derived and distributed by Applanix POS/MV-320 systems to accurately record collected acoustic data during Hydrographic Charting missions, Hydrographic Mapping missions and Fisheries Acoustic Survey missions. The government intends to replace the currently installed obsolete LN200 type IMU’s with new technology type 2/7/36 IMU’s that will ensure continued collection of highly accurate precise vessel position and orientation data and continued system performance. In order to maintain the functionality of this system, NOAA is looking for the OEM to provide the required upgrades. The North American Industry Classification System Code (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, Nautical System and Instrument Manufacturing. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
