Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires removal of up to 1,500 gallons of oily bilge water on three (3) separate occasions in Newport, Oregon for NOAA Ship Bell M. Shimada. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2190-22-00536 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. (iv) The NAICS code for this acquisition is 562219, Nonhazardous Waste Treatment and Disposal Facilities; the small business size standard is $41.5M. (v) Line items are as follows: CLIN 1: March 11 – Up to 1,500 Gallons of Oily Waste/Bilge Water/Waste Oil CLIN 2: May 20 – Up to 1,500 Gallons of Oily Waste/Bilge Water/Waste Oil CLIN 3: August 26 – Up to 1,500 Gallons of Oily Waste/Bilge Water/Waste Oil (vi) Description of requirements for the items to be acquired: The vendor is to provide the services in CLINs 1 – 3 per the attached statement of work. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. Dates listed in CLINs 1 – 3 NOAA Ship Bell M. Shimada 2002 SE Marine Science Drive Newport, Oregon 97365 (viii) All applicable provisions and clauses are attached in a separate document. (ix) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is applicable.
