Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires ship-board watch stander services at the Port of San Francisco for the NOAA ship Reuben Lasker. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2190-21-00240 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. (iv) The NAICS code for this acquisition is 561612, Security Guards and Patrol Services. This solicitation is restricted to qualified small businesses. (v) Line items are as follows: CLIN 1: Watch Standing/patrol services per the SOW. (vi) Description of requirements for the services to be acquired (overview): Watch Stander personnel will patrol and provide security at assigned times for the vessel in the absence of regularly assigned vessel personnel/crew members. Watch Standers will carry a flashlight, Detex Wand, and binoculars (these items are provided by the government). Recording of activities in ship’s log book is required (including sign-in/sign-out) and occasionally watch standers may be required answer the telephone assigned to the deck and carry a phone when not on the bridge. Watch Stander personnel will be courteous and professional at all times and will occasionally interface with vessel personnel/crew members/other contractors and vender personnel. COVID19 response procedures will be followed at all times by all watch stander personnel, standards for which will be provided by vessel personnel. Please see the Statement of Work for initial requirements. (vii) Vendors will need to ensure personnel have completed appropriate USCG and International Ship and Port Security training (see references in Statement of Work). Vendors will need to have experience in and be familiar with Maritime security procedures. (viii) Date(s) and place(s) of delivery and acceptance.
