Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of Chevron Delo 400 SDE (15W-40) generator lubrication oil. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2150-23-00281 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. (iv) The NAICS code for this acquisition is 324191 – Petroleum Lubricating Oil and Grease Manufacturing. This solicitation is being posted as a Small Business set aside Brand Name only solicitation for Chevron Delo 400 SDE (15W-40). Vendor will need to pump oil aboard ship and must be certified to pump over water. (v) Line items are as follows: CLIN 1: Chevron Delo 400 SDE (15W-40) – 605 gallons : twelve 55 gallon drums (vi) Description of requirements for the items to be acquired: The NOAA ship Oscar Dyson requires the purchase of 605 gallons of Chevron Delo 400 (15W-40) lube oil. Quotes should include shipping/freight cost to the delivery destination and expected timeframe for delivery. This solicitation is for the Chevron Delo 400 (15W-40) lube oil only and is set aside for small businesses with a business size limit of 750 employees. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 1/14/2023 to: NOAA Ship Oscar Dyson, Terminal 90/91 – Berth E, 2001 W. Garfield Street, Seattle, WA 98119. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria.
