Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the rental of a generator to provide shore power during their planned stay in Charleston, SC. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2140-23-00805 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 335312 – Motor and Generator Manufacturing. This solicitation is being posted as a small business set aside with a small business size limit of 1250 employees. (v) Line items are as follows: CLIN 1: NOAA Ship Ferdinand Hassler requires shore power generator rental. (vi) Description of requirements for the items to be acquired: The NOAA ship Ferdinand R. Hassler requires the rental of a generator to provide shore power during their planned stay in Charleston, SC. Requirements for this rental are listed below: 150 kW (187.5 kVA) 60 Hz, 208-600V generator rental for NOAA Ship Ferdinand R. Hassler. 500 gallon fuel tank to accompany generator OR daily refueling service. ~2,000 gallons of fuel to supply generator for the above stay. Secondary containment for generator and fuel tank (if utilized). Tarp edges should be raised 6” above the surface of the pier. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required on 04/24/2023 and pickup of the generator will be 05/01/023: NOAA Ship Ferdinand R. Hassler, US Coast Guard Station Charleston, 196 Tradd Street, Charleston, SC 29401-1800. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
