Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Atlantic requires the removal of approximately 1000 gallons of oily waste and 90 gallon over-pack w/ filters & rags removed from NOAA Ship Nancy Foster. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2140-23-00703 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 562910– Remediation Services. This solicitation is being posted as a small business set-aside with a small business size limit of $22M. (v) Line items are as follows: CLIN 1: Require 1000 gallons of oily waste and 90 gallons over-pack w/filters & rags removed from NOAA Ship Nancy Foster on 04-Apr-2023. (vi) Description of requirements for the items to be acquired: The NOAA ship Nancy Foster requires the removal of approximately 1000 gallons of oily waste and 90 gallon over-pack w/ filters & rags removed from the ship. Contractor will require TWIC to enter facility. Quotes shall state whether they can meet the period of performance. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required 4/4/2023 to: NOAA Ship Nancy Foster, FLETC Pier Papa, 1050 Register Street, North Charleston, SC 29405. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
