Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires three (3) replacement Aluminum, thermal insulated, Weathertight doors for the NOAA ship Bell Shimada. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-01424 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (iv) The NAICS code for this acquisition is 332321 – Metal Window and Door Manufacturing. This solicitation is set aside exclusively for small businesses (<750 employees). (v) Line items are as follows: CLIN 0001: Three (3) Aluminum, insulated, weathertight doors; Freeman Marine brand 1120 Series doors or equivalent (vi) Description of requirements for the items to be acquired: The NOAA ship Bell Shimada requires three (3) Aluminum, thermal insulated, weathertight doors to replace existing doors that are in disrepair. See Statement of Need for precise detail. Technical drawings of proposed product shall be submitted with all quotes for the engineer’s review and approval. See Statement of Need for additional details. This is a brand name or equal solicitation. Products offered other than the brand name must conform to the following: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (vii) Vendors will need to be able to obtain American Bureau of Shipping type approval/certification on their doors. Technical drawings will have to be verified by the government POC for this requirement. The doors will be a part of the weathertight boundary on an ABS classed survey vessel. Vendors will need to demonstrate understanding of the requirement. Submission of pricing alone does not constitute understanding. (vii) Date(s) and place(s) of performance and acceptance. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration. The Buy American Act applies to this solicitation. Any product offered must be of origin in the United States as a Commercial-Off-The-Shelf item or meet the domestic content test. Quotes for foreign-made products will not be considered. Update: 30-Jun-2023: Incorporation of NAM 1330-52.232-72 - Transition to the Invoice Processing Platform Electronic Invoicing System: As of 01-Oct-2023, NOAA will be transitioning to the Invoice Processing Platform (www.ipp.gov), an online electronic invoicing system operated by the U.S. Department of the Treasury. This system is free for contractors and vendors to use and streamlines the processing of invoices for payment. See incorporated language regarding IPP in the attached Terms and Conditions for Solicitation. Update: 02-July-2023: Q&A #1: Q: "Please confirm this is a supply only RFQ and no installation is required?" A: "That is correct, this is a supply-only solicitation and no installation in required." Update: 07-July-2023: Q&A #2: Q: "Is a site visit possible?" A: "A site visit is not possible at this time." Q&A #3: Q:"Do you have pictures of the existing doors?" A: "I do not have pictures of the existing doors and the vessel is out to sea currently on research missions, so getting pictures at this time is unlikely." Update: 14-Jul-2023: This solicitation is being extended seven (7) days to 21-Jul-2023 at 1600 hour PDT. The requirement has been reduced to three (3) weathertight doors, Freeman Marine series 1120 or equivalent.
