Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the procurement of 700 gallons of Mobilgard 410 NC Lube Oil and 10 gallons of Kluberbio EG 2-100 Bow Thruster Lube Oil for the NOAA Ship Oregon II in Pascagoula, MS. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-00808 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 324191 – Petroleum Lubricating and Grease Manufacturing. This solicitation is being posted as a brand name justification, small business set aside with a small business size limit of 750 employees. (v) Line items are as follows: CLIN 1: PLEASE PROVIDE 700 Gallons of Mobilgard 410 NC for NOAA Ship OREGON II CLIN 2: PLEASE PROVIDE 10 Gallons of Kluberbio EG 2-100 Bow Thruster oil for NOAA Ship OREGON II (vi) Description of requirements for the items to be acquired: The NOAA ship Oregon II requires the procurement of 700 gallons of Mobilgard 410 NC and 10 Gallons of Kluberbio EG 2-100. The 700 gallon gallons of Mobilgard 410 NC is to be delivered and pumped aboard by pump truck. Vendor must be certified to pump over water. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required by 4/13/2023 at 1:00 pm EST: NOAA Ship Oregon II, 151 Watts Avenue, Pascagoula, MS 39567. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
