Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Atlantic requires repair and servicing of the Sperry Marine Navigat X MK 1 Gyrocompass, S-Band, and X-Band Radar Units on the NOAA research vessel Ferdinand Hassler. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-22-00309 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01. (iv) The NAICS code for this acquisition is 334511, Navigational Instrument Manufacturing, with a small business size of 1,250 Employees. This procurement is set aside for small businesses. (v) Line items are as follows: CLIN 1: Replace the base plate assembly for the Navigat X MK 1 Gyrocompass; Procure and install a new 23” Navigational display (Part # 65923C?6), troubleshoot and repair the starboard and aft Gyro repeaters, and replace the turning units on the vessel’s S-Band and X-Band Radar units; per the SOW. (vi) Description of requirements for the items to be acquired: The NOAA ship Ferdinand Hassler requires servicing of a Sperry Marine Navigat X MK 1 Gyrocompass, two Gyro repeaters, S-Band Radar, and X-Band Radar units. The vessel needs the baseplate for the Navigat X MK 1 Gyrocompass replaced and additional troubleshooting performed on the unit; troubleshooting and repair of the Aft & Starboard Gyro Repeaters, replacement of a 23” Navigational display, and replacement of the turning units on both the S-Band and X-Band Radars. Work on the Radar units will require the services of a crane. All units shall be tested for operational status after servicing and functions demonstrated for the vessel’s Chief ET and Port Engineer. Specifications for service and part numbers for needed parts are listed in the Statement of Work. (vii) Vendors will need to be authorized/capable of servicing, inspecting, repairing, and obtaining replacement parts for Sperry Marine Gyrocompasses, Gyro Repeaters, and Radar units.
