Amendment This amendment is to change the small business set aside to Full and Open Competition. Extend the Solicitation close date to May 20 2021. Questions must be received by May 19 2021. The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center - Atlantic requires Pressure testing the HVAC Systems on the NOAA Ship Thomas Jefferson This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number NM-AN2120-21-01107 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The North American Industry Classification Code (NAICS) for this acquisition is 336611 - Ship Building and Repairing; the small business size standard is 1,250 Employees Line items are as follows: CLIN0001 Perform Item 301 HVAC Systems Pressure Testing on NOAA Ship Thomas Jefferson in accordance with Detail Spec MOA2-07(21) PERIOD OF PERFORMANCE 05/28/2021 through 06/07/2021 CLIN0002 Perform Item 400 Additional Item Requests on NOAA Ship Thomas Jefferson in accordance with Detail Spec MOA2-07(21) *See Attached Statement of Requirements. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications with a detail material specification or data sheet, pictures of the item. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 1000 (10:00 A.M.) Eastern on May 20, 2021; any award resulting from this RFQ will be made based on the Technical specifications, availability and price. Quotes and other support documentation must be submitted to the Contract Specialist, Christopher Baker at Christopher.Baker@noaa.gov. Technical Specification is more important than price as this product must meet the agencies needs in marking tools, parts and other material which may take on a unique shape. All questions must be submitted in writing by 10:00 A.M. Eastern on May 18, 2021 NOTICE TO OFFERORs: Instructions for submitting quotations and Questions under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.
