Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires one (1) each 5,000 pund Baldt type stockless anchor for NOAA Ship Oscar Dyson. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN0000-23-01671 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (iv) The NAICS code for this acquisition is 332510, Hardware Manufacturing; the small business size standard is 750 Employees. (v) Line items are as follows: CLIN 1: One (1) Each 5,000 pound Baldt Type Stockless Anchor CLIN 2: Two (2) Each Detachable Pear Link Connectors CLIN 3: Two (2) Each Swivel Forerunners CLIN 4: Two (2) Each Detachable Connectors CLIN 5: All ABS Documentation (vi) Description of requirements for the items to be acquired: The vendor is to provide the items in CLINs 1 – 5 per the attached statement of need. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. NOTICE TO OFFERORs: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. All quotes must be submitted to the above Smart Sheet Link. Quotes at a minimum must include the following: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and SAM Unique Identifier of the Offeror; 3. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Demonstrate understanding of the statement of work/need with a detailed material specification or data sheet, pictures of the item, and authorized OEM letter to sell or distribute their products. 6. An itemized/detail breakdown cost of the quote that will reflect the entire price under this RFQ. (That would include, if applicable, the following: Material Cost, Labor, Travel, Freight/Delivery, Etc.). 7.
