Revised copies of the Combined Synopsis Solicitation, Solar Array Specification, and Statement of Need, each reflecting answers to questions and other changes (all shown in tracked changes) are hereby issued. Please review each revised document carefully. 3. The solicitation response deadline is hereby extended to May 12, 2021 at 11:00 AM ET. All quotations are due by or before May 12, 2021 at 11:00 AM ET. The Government does not intend to extend the quotation submission deadline any further following this amendment. ______ Solicitation Amendment 001: The purpose of this solicitation amendment is to extend the solicitation. This extension provides additional time for the Government to review and respond to Contractor questions which were submitted by the inquiries deadline. The solicitation response deadline is hereby extended until April 28, 2021 at 11:00 AM ET. An additional amendment with questions and answers will be posted as soon as possible. ______ Base Solicitation: This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation of Commercial Items – as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 dated 02/16/2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 221114 – Solar Electric Power Generation. The small business size standard is 250 Employees. This request for quotation is issued on a total small business set-aside basis. Only small businesses under the identified small business size standard are eligible for competition. DESCRIPTION OF REQUIREMENTS Please see the attached Combined Synopsis Solicitation, Statement of Need and Solar Array Specifications documents. PERIOD OF PERFORMANCE The contract period of performance shall be 6 months from the date of notice to proceed. Assume notice to proceed will be granted within approximately three weeks after award; however, no work shall commence prior to a written notice to proceed. Notice to proceed will be provided only after Contractor badging is successfully completed. PLACE OF PERFORMANCE The place of performance shall be the NIST campus located at 100 Bureau Drive, Building 101, Gaithersburg, MD 20899. CONTRACT TYPE & PAYMENT TERMS A firm fixed price purchase order is anticipated. Payment shall be made on a NET30 basis using milestone payments following inspection and acceptance of individual deliverables. SITE VISITS Please see details, including COVID-19 safety requirements, in the attached Combined Synopsis Solicitation document. Site visits must be requested via email to the Contract Specialist Ms. Lauren Roller at lauren.roller@nist.gov by or before March 9, 2021 at 11:00 AM. Site visits will be scheduled at NIST discretion on March 23 and 25, 2021 between the hours of 9:00 AM and 5:00 PM. March 26, 2021 will be a rain date in the case of inclement weather on the 23rd or 25th. QUESTION AND ANSWER PERIOD Offerors must submit all questions concerning this solicitation in writing electronically to Ms. Lauren Roller, Contract Specialist, at lauren.roller@nist.gov. Questions must be received by or before March 31, 2021 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
