Request for Quotations No. NIST-RFQ-24-7300938 Laser-Wire Hybrid Computer Numerical Controlled (CNC) Manufacturing Machine This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e., STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-05 dated May 22, 2024. The associated North American Industrial Classification System (NAICS) code for this procurement is 333248 – All Other Industrial Machinery Manufacturing. The small business size standard is 750 employees. This solicitation is released with no Set-Aside restriction. Large- and Small- sized businesses are invited to submit a quotation. DESCRIPTION OF REQUIREMENTS Background: The Production Systems Group (PSG) in the NIST Engineering Laboratory conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science that will enable rapid design-to-product transformation. The PSG is expanding its repertoire of additive manufacturing research to include “hybrid manufacturing” – or the combination of additive and subtractive fabrication processes within one machine. The ‘additive’ technology in these hybrid systems typically employ a category of additive manufacturing technologies called “direct energy deposition” (DED), of which there are subcategories based on the type of material being deposited, or source of thermal energy used to melt and consolidate the material. To make a ‘hybrid’ process, the DED systems are incorporated into traditional subtractive (i.e., metal-cutting) machining centers. Purpose/Objectives: The PSG seeks to obtain one (1) laser-wire hybrid manufacturing system to be installed at the Additive Manufacturing Research Center (AMRC) at NIST Gaithersburg, Maryland campus. Delivery of the fully integrated and operational laser-wire hybrid manufacturing system shall include 1.) Rigging, assembly, and installation by a trained technician, 2) Testing and validation of system operation, 3.) Training of NIST personnel on programming and safe operation of the system, and 4.) a 12-month commercial-item warranty. The PSG has identified laser-wire deposition as a target DED process used by key stakeholders in industry and defense. Furthermore, the PSG has identified research objectives that require the dual-wire DED system to be integrated within a 5-axis computer numerical controlled (CNC) subtractive manufacturing machine, programmable utilizing commercial computer-aided manufacturing (CAM) software. Statement of Work/Requirements: Please see the attached Statement of Work/Requirements document for further detail. The Period of Performance shall be no longer than six (6) months after contractor receipt of order (ARO), to include delivery, installation, and training. CONTRACT TYPE & PAYMENT TERMS A Firm-Fixed Price purchase order is anticipated. Payment will be made on a NET30 basis using milestone payments following inspection and acceptance of individual deliverables. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Quoters submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on 1) contractor’s ability to meet the government’s minimum requirements stated in this notice and on 2) ability to deliver the required items within the period of performance/lead time specified in the Statement of Work/Requirements document. Responses to this solicitation must include clear and convincing evidence of the Quoters’ capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Quoters will be determined to be “technically acceptable” or “technically unacceptable” based on an evaluation of responses against the following factor to determine if, as submitted, the quotation is technically acceptable. (End of Clause) NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status All contractors performing work on active contracts at the U.S. Department of Commerce(DOC), National Institute of Standards and Technology (NIST) campuses and/or working in NIST workspaces should go to the www.nist.gov website and under the “About NIST” tab click on “Visit”. This site includes information about campus access and security information; identification requirements; parking information and more. Contractor personnel are required to check the appropriate campus operating status and personnel requirements at https://www.nist.gov/campus-status daily prior to arriving on site. All personnel must adhere to the requirements set forth in the operating status. Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. NIST LOCAL 56 – INVOICING PROCESSING PLATFORM-ALTERNATE I Upon written notice from the contracting officer the following supersedes all other instructions for the submission of payment requests. Accordingly, following written notice payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable payment request or invoicing instructions, Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: The Contractor must use the IPP website to register, access, and use IPP for submitting payment requests. If not already enrolled, the Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email within three to five business days of the addition of the contract award to IPP. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email: IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting payment requests, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
