NIST is conducting market research via an RFI to support planning for a possible future contract or contracts to review commercialization plans submitted with NIST SBIR proposals. NIST seeks preliminary cost and capability information from organizations with expertise in commercialization, technology transfer, business development, and investment for early-stage technology. The contemplated work involves qualified contractor personnel reviewing individual commercialization plans against Government-provided evaluation criteria and providing advisory scores and written comments, while Government personnel retain all final evaluation, selection, and award decisions. Respondents should provide company/contact information, SAM UEI if registered, estimated hourly labor rates, hours per plan review, total cost per proposal, applicable fees, personnel qualifications/experience, conflict-of-interest management, NDA and secure data-handling capabilities, and assumptions, while avoiding proprietary information. For estimating, respondents may assume 2–15 page commercialization plans, 20–30 proposals, a 15–30 day review period, 15–30 day turnaround per proposal, and deliverables of advisory numerical scores and written comments via an online peer review system.
