The Federal Acquisition Regulation (FAR) Subparts 9.104 and 9.105 require that the Contracting Officer to render a responsibility determination before awarding a contract. The NIST Acquisition Management Division (AMD) is requesting information from vendors regarding products/subscriptions/services that could be used by AMD to support such vendor responsibility determinations. In particular, AMD seeks to identify potential solutions that can provide awardee, information regarding an entity’s creditworthiness, basic entity information (address, when it was started, etc.), information on any financial delinquencies for the entity. For such solutions, AMD requests that the following information be provided in responses to this notice: Company name, address, point of contact name, phone number and email address. Whether your company has an active registration in sam.gov and, if so, what your company’s Unique Entity Identifier (UEI) number is. For the NAICS code listed in this notice, whether your company is a small business and, if so, any additional information that may apply (HUBZone Small Business, Veteran-Owned Small Business, etc.) Publicly available information regarding such a solution (technical capabilities, commercial pricing information, standard terms and conditions, etc.) Description of your company’s capabilities as they relate to the solution. A description of your company’s experience providing such a solution. Indication of whether the solution is offered via GSA Federal Supply Schedule contract(s), Government-wide Acquisition Contracts, or other existing Government-wide contract vehicles and, if so, the contract number(s) for those vehicles. a list of customers (including point of contact email address and phone number) that currently use the solution Any other relevant information that NIST may find beneficial in assessing industry capabilities for vendor responsibility solutions. The AMD intends to use the information obtained through market research, including information obtained in response to this notice, to determine appropriate acquisition strategy(ies) to acquire such a solution in Fiscal Year 2024.
