BACKGROUND NIST is seeking information from sources that may be capable of providing services that meets or exceeds the following draft minimum specifications: In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) to support semiconductor research, development, and manufacturing—while also investing in American workers. These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries. To meet mission requirements, CHIPS Program Office (CPO) requires detailed industry analysis on semiconductor technology and market trends on a range of semiconductor topics—such as microcontrollers, micro electromechanical systems, silicon photonics systems, silicon carbide semiconductors for power management integrated circuits, gallium nitride semiconductors for power management integrated circuits, non-volatile memory industry, power electronics industry, substrates industry, and advanced packaging. The vendors should have reports on primary sources—such as key semiconductor industry participants—to delve into market trends and supply chains. The report shall have an accompanying narrative analysis explaining the insights gleaned from the data. The reports need to include underlying data points in aggregated time-series format within accompanying files. In addition, the report needs to provide a comprehensive picture including forecasts and supply chain models.
