THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. The associated North American Industry Classification System (NAICS) code for the requirement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This is a brand-name only small business open market RFQ. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION & BRAND-NAME JUSTFICIATION The National Institute of Standards and Technology (NIST) Microsystems and Nanotechnology Division’s Biophysics Group requires a semiconductor parameter analyzer for electronic measurements of biomolecules. The instrumentation will be used to validate the sensitivity and resolution of novel devices custom-built at NIST for electronic measurements of biological physics. The experiments depend on a suite of custom tools and measurement setups developed at NIST for use with existing instruments (Keysight SMU B2900A and Keysight Precision LCR Meter E4980A) that operate using the EasyExpert Group+ software platform developed by Keysight LLC. The required instrumentation will be used to expand the electronic sensing program at NIST to measure silicon field-effect transistors (FET) and new FET-devices made from 2D materials such as MoS2 or graphene. The system being solicited will augment existing instrumentation from Keysight Instruments that is already in use within experiments. Therefore, the new instrumentation must be seamlessly interoperable through the EasyExpert Group+ software interface. The new system must be fully compatible with the existing Keysight hardware. A key criterion that will enable this is that the newly procured system must run on the same software platform (EasyExpert Group+) to allow the new and existing instrumentation to be used interchangeably and concurrently within the same experiment. Only Keysight Technologies is able to provide a system that satisfies these key requirements. NOTE: Reference attachments for complete solicitation.
