THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. I. Background: The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Science Operations Division's (SOD) Safety Program provides fire suppression training for field going PIFSC personnel. The SOD Safety Program needs to purchase a new fire simulator training system to continue providing this training. Fires onboard a vessel is considered one of the most dangerous situations that could occur during any boating mission. While rare in frequency, the severity of a fire to boating and field operations require all operators and crew to have hands on experience in basic fire suppression and proper operation of a fire extinguisher. The SOD Safety Program utilizes fire simulator training systems to simulate a real life fire emergency. Participants are taught the proper way to use a fire extinguisher and procedures to suppress the fire. This is a required component in the Motorboat Operator Certification Course (MOCC) curriculum. II. Requirements for Fire Extinguisher Trainer: • Realistic live fire simulation of multiple fire scenarios and intensity; • Tethered remote control with emergency cut-off switch; • Portable system - must be able to move and set up by hand and able to fit whole unit in a light vehicle (pick-up truck); • Propane system to simulate fires; • Able to use multiple types of manual fire extinguishers and extinguishing materials. Desirable Options: • Multiple accessories to simulate various office and workshop fires scenarios; • Minimum 3 year warranty; • Heavier elements of the system has wheels for ease of transportation and set up. III. Required Delivery Date: September 30, 2019 North American Industry Classification Code (NAICS): 332510 with a size standard of 750 employees. Interested vendors are requested to provide the following information in response to this Sources Sought Announcement: 1). A statement that you believe your firm has the capability to meet all above stated requirements. 2). Firm's DUNS number & CAGE code; 3). Firm's SBA certified small business concern status. Specifically, is the firm a HUBZone-certified, Service Disabled Veteran Owned, or 8(a) vendor? If the is not small, please state that it is a large business. 4). A brief description of the firm's past experience (within past 3 years) performing similar services or providing similar products. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
