**PLEASE SEE ATTACHED COMBINED SYNOPSIS FOR DETAILS*** The National Oceanic and Atmospheric Administration's Pacific Islands Fisheries Science Center Marine Turtle Biology and Assessment Program (MTBAP) requires assistance to charter suitable vessels and provide technical assistance with in-water surveys, capture, biological sampling, and satellite attachments of marine turtles for population assessments in the western Pacific. The MTBAP will be conducting small boat surveys in Guam and the Commonwealth of the Northern Mariana Islands (CNMI) during September 2019 - September 2021 to add to our growing database of species occurrence, individual identification, biological samples for assessment of stock structure and abundance, and satellite attachment to elucidate habitat use and distribution in this region. The surveys in Guam and CNMI will take place around the islands of Guam, Tinian, and Saipan. PIFSC expects to undertake four surveys with 10 days of effort and three surveys with 6 days of effort in Guam and CNMI in 2019-2021 (58 survey days). Generally a survey consists of 10 on-water days within a fourteen day window; however, we will conduct three surveys consisting of 6 on-water days within a ten day window: 1. Vessel charter and technical assistance for 10-day marine turtle surveys off Guam, Tinian, and Saipan to occur (dates may change upon MTBAP discretion) in September 2019, May 2020, September 2020, May 2021 2. Vessel charter and technical assistance for 6-day marine turtle surveys off Guam, Tinian, and Saipan to occur (dates may change upon MTBAP discretion) in July 2020 (half), June 2021 (half), and August 2021 (half) This purchase order includes the provision of charter vessels, including capable coxswain and skilled marine turtle observers for these surveys, split across a base year and one option year.
