AMENDED 7-11-2019 TO ADD NAM 1330-52.203-70 SCIENTIFIC INTEGRITY AND RESEARCH MISCONDUCT COMBINED SYNOPSIS/SOLICITATION Nonpersonal services for detecting acoustically tagged fish with an underwater slocum glider for the National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFP7300-19-02977SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (JUNE 2019) (DEVIATION 2019-03) (JUNE 2019). (IV) This solicitation is being issued as unrestricted. The associated NAICS code is 541990. The small business size standard is $15.0 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services and products. CLIN 0001, Quantity one job for Nonpersonal services for detecting acoustically tagged fish with an underwater slocum glider tiny_mce_marker _________________. There will be only one 1-month deployment. It will be one usage. This will be a continuous ~20-30 day deployment (based on the battery life of the glider). The one year period of performance is because post processing will occur after the deployment. (VI) Description of requirements is as follows: DETECTING ACOUSTICALLY TAGGED FISH WITH AN UNDERWATER SLOCUM GLIDER 1.0 ORGANIZATION 1.1 Organization: The Northwest Fisheries Science Center of the National Marine Fisheries Service, National Oceanic & Atmospheric Administration, and Department of Commerce is a government agency charged with the mission of stewardship for living marine resources. 1.2 Background and Objectives: The NWFSC requires the deployment of an underwater Slocum glider equipped with two VEMCO acoustic receivers to fly transects in coastal marine waters along the continental shelf of Washington State. The glider will be deployed for approximately one month in the summer of 2019. The glider must have the ability to detect VEMCO 69 kHz tags and record the time and location of detection. Additionally, the glider must be able to collect in situ oceanographic data (temperature, salinity, pressure, dissolved oxygen, chlorophyll and CDOM fluorescence, light backscatter, depth-average water velocity) throughout the deployment. Specific Objectives: 1. Determine the distribution of acoustically tagged Pacific salmon in nearshore environments of Washington State using an underwater glider. 2. Relate oceanographic conditions to the distribution of acoustically tagged fish. 2.0 SERVICES REQUIRED 2.1 The NWFSC needs one underwater Slocum glider equipped with two VEMCO receivers (one facing up and one facing down) capable of detecting 69 kHz VEMCO tags in the nearshore environment off the coast of Washington, departing near Neah Bay, WA and retrieved near Astoria, OR. 2.2 The glider must record in situ oceanographic data including temperature, salinity, pressure, dissolved oxygen, chlorophyll and CDOM fluorescence, light backscatter, depth-average water velocity 2.3 NOAA will provide a vessel and assistance for deployment and retrieval of the glider. 3.0 SKILLS REQUIRED 3.1 Vendor must have experience operating a Slocum glider in coastal marine waters of the Pacific Ocean with equipment compatible to detect 69 kHz VEMCO acoustic transmitters implanted in fish. 3.2 Vendor must have staff capable of operating an underwater glider for an approximate month-long deployment and summarizing data. 4.0 DELIVERABLES The vendor will provide the following deliverables to assist in addressing the objective and questions in section 1.2 of this statement of work. 4.1 The vendor shall provide an underwater glider (e.g. Slocum glider) equipped with two VEMCO receivers capable of detecting VEMCO 69 kHz acoustic tags. 4.2 After the mission is complete, the vendor will analyze the in situ oceanographic data (temperature, salinity, pressure, dissolved oxygen, chlorophyll and CDOM fluorescence, light backscatter, depth-average water velocity) in the context of the acoustic tag detections. The vendor will work with NOAA scientists to report findings and to publish the results as appropriate. 5.0 POINT OF CONTACT 5.1 The NWFSC point of contact for the vendor for questions and review will be Joseph Smith located at 520 Heceta Place, Hammond, OR 97121. 6.0 PERFORMANCE 6.1 Place of Performance - The glider will depart near Neah Bay, WA and be retrieved near the mouth of the Columbia River. 6.2 Period of Performance - Glide activities will occur between Date of Award through June 2020. (VII) Period of performance is from Date of Award through June 30, 2020. As used in this provision- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
