(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFP7300-19-02866SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (MAY 2019) (DEVIATION 2019-03) (JUNE 2019). BACKGROUND The Alaska Fisheries Science Center (AFSC) has a requirement for underwater autonomous passive acoustic recorders (including click detector), to support marine mammal scientific missions. Passive Acoustic Monitoring (PAM), through the use of passive acoustic recorders, is a critical component of the study of cetaceans in Alaska by the AFSC. The AFSC has conducted PAM research on cetaceans for nearly 2 decades. Passive acoustic recorders are essential to the study of cetaceans in the Bering Sea, Aleutian Islands, Chukchi and Beaufort Seas, including species such as endangered right whales, humpback whales, fin whales, and killer whales. Passive acoustic recorders, including click detectors, have also been essential to the study of beluga whales in Cook Inlet and in other locations in Alaska. REQUIREMENTS: There is a need for an underwater autonomous passive acoustic recorder optimized for long term deployments to monitor both social signals (e.g., calls) from all cetaceans and echolocations from odontocete cetaceans. The recorder should be of compact size, no bigger in diameter than 5 inches (110 mm) and no longer than 15 inches (360 mm) excluding hydrophone. It must have a traditional open-able style housing that provides access to batteries and data for larger battery capacity and removable memory cards, making it suitable for fast servicing at sea. It must allow sampling at high rates, up to 576 kHz, and good hydrophone sensitivity (i.e., ±3 dB) for the range of 20 Hz - 150 kHz, and allow both continuous and duty cycle programming. The ability to run a click detector in parallel with normal recording is essential. This allows detection and journaling of toothed whale bio-sonar clicks while simultaneously making full acoustic recordings. This allows a single instrument to replace two separate instruments, reducing the package size, costs, and making deployment easier and simpler. The instrument needs to be of a smaller size than traditional passive acoustic recorders, but of a durable metal material for the extreme Arctic conditions and for deployment handling. The small size means that the moorings will be compact and easily deployable from a variety of vessel sizes -needing just a single deployment pick (which increases on-deck safety). A small size also means they could be attached to the acoustic releases of oceanographic moorings with no change to mooring design or height, which will reduce our field supply costs considerably in the future. Larger recorders require larger moorings, and therefore require greater space to store on vessels, and greater lift capabilities for deployment. A small, light-weight package increases the ability to deploy the instrument from a variety of vessels, and increases the possibility of piggy-backing operations onto other research projects, greatly reducing costs associated with deployment, and increasing the amount of research that can be conducted. A small size also facilitates deployment using special housings designed for high tidal flow environments, such as attachments to rock or screwed into mud in upper Cook Inlet. DETAILED SPECIFICATIONS: • Metal housing with minimum depth rating of 100 m • Capable of 1 TB of memory storage • Loss-less audio compression to increase memory performance. • Ability to run onboard click detection for echolocation monitoring in parallel with normal recording. • Operate on alkaline D cells, with low power consumption (i.e., ~40 mW) • Ability to last one full year (duty-cycled ok) • Sampling rates up to 500 kHz. • Hydrophone sensitivity (i.e., ±3 dB) for a bandwidth of at least 20 Hz - 150 kHz. • Self noise less than 40 dB re 1 ?Pa above 2 kHz. • Weight in air (ready to deploy) of less than 10 lb (4.5 kg). The government requires that the contractor shall have previous experience with constructing passive acoustic recorders with the ability to run onboard click detection for echolocation monitoring in parallel with normal recording processes, with at least one year of proven performance in real world deployments. PROJECT TIMELINE: The AFSC has outlined a preferred timeline of delivery of requirements. As used in this provision- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
