Combined Synopsis/Solicitation (Best Value) One (1) year Service Contract for Isotope Ratio Mass Spectrometry system in accordance with the attached Statement of Work. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFP7100-19-02647wb. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 (08/13/2019). (IV) This solicitation is OPEN TO ALL BUSINESSES. The associated NAICS code is 483114. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001- One year service contract for Isotope Ratio Mass Spectrometry system in accordance with the attached statement of work. STATEMENT OF WORK Service Support Plan for the Isotope Ratio Mass Spectrometer NFFP7210-19-02955 Introduction and Overview This requirement is for the support plan for the Northwest Fisheries Science Center's Environmental Chemistry group's isotope ratio mass spectrometry system (IRMS), Thermo Fisher Scientific Delta V Advantage, in request for a service contract to be placed on said instrument for one year. Background The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. Objective The IRMS is used for multiple chemical tracer analyses of protected species and abiotic samples collected in their habitat. We are currently using stable isotope ratios and fatty acid data to help provide basic information on the potential prey, geographical range, and trophic insight of marine fishes, mammals, and invertebrates. Therefore, it is very important that a service contract be in place on the instrument to continue the maintenance and the necessary or emergency repairs that may occur during the year of the contract, as these systems are complex and sensitive and require detailed care and regular maintenance to maintain a high level of performance. Location NOAA, Northwest Fisheries Science Center, 2725 Montlake Blvd. E., Seattle 98112. The IRMS is located in laboratory number 317E, serial number SN09092D. Technical Specifications The service contract should include, but not be limited to, one on-site corrective service visit per year to include: parts, labor, travel, and return shipping. Additionally, one on-site performance maintenance visit per year to include: parts, labor, travel, and return shipping, as well as coverage on the Thermo Fisher supplied computer, OEM technical support for covered service events, software updates, and technical telephone support. It is essential that this service contract allow us to utilize Thermo Fisher as the preferred service provider because they have proprietary knowledge regarding the repair and maintenance of our Thermo Fisher Scientific Delta V Advantage. Deliverables: One Year performance maintenance contract in accordance with the Technical Specifications. Performance Period September 23, 2019 to September 22, 2020. SECURITY • Personnel performing work must wear visible identification at all times when physically within Government facilities or premises. • Personnel performing work will work primarily [on-site]. • Personnel performing work [will] require access to NOAA facilities. • Personnel performing work [will not] require a PIV or CAC. • Personnel performing work [will not] require a NOAA email address. • Personnel performing work [will not] require use of DOC owned IT Equipment (Laptop, Desktop Computer). • Personnel performing work [will not] require Non-Government IT equipment to interconnect to a DOC network. • Personnel performing work [will not] require access to non-public DOC/NOAA data. DATA PRIVACY Should work on this agreement require that personnel have access to Privacy information, personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. Data created, obtained and collected during the performance of this agreement is the property of NMFS. Data may not be released by any party without written consent from the NMFS POC. Data must be protected from unauthorized disclosure. Personnel must comply with all Federal, DOC, NOAA, and NMFS policies relating to IT and data security. NON-PERSONAL SERVICE Personnel performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Personnel will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The NMFS will perform the inspection and acceptance of the completed work. As used in this provision- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
