This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). (V) This combined solicitation/synopsis is for purchase of the following commercial services and products: CLIN 0001 - Purchase a quantity of three (3) Soundtrap ST500 STD - Long Term Recorder SKU: ST500STD CLIN 0002: Service Fee CLIN 0003: Shipping and Handling: If freight costs exceed $100 a copy of the waybill must accompany the invoice to support freight charges TOTAL tiny_mce_marker___________ (price including shipping) Brand Requirement: In 2018, the Northwest Fisheries Science Center purchased six (6) of the ST500 STD recorders for a study requiring characterizing soundscapes. We currently require additional instruments to add to these recorders. The new recorders must be consistent in specifications to our existing recorders. (VI) Description of requirements is as follows: STATEMENT OF NEED FOR SUPPLY NFFP7100-19-02500 PURPOSE: The NWFSC is currently characterizing soundscapes (acoustic habitats), including ambient noise conditions, along with usage patterns within the geographic range of southern resident killer whales. A critical component of this assessment is to determine ambient sound levels and attributing these sound levels to natural and anthropogenic sources, especially shipping and boating traffic in areas that overlap with whale usage, which will also be documented through passive acoustic monitoring. We use acoustic recorders on moorings to collect data on soundscapes, ambient noise levels and killer whale occurrence. This approach has been widely used by other cetacean researchers, which will be important for comparison of the data we collect. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). The Government will consider for award only offers of U.S.-made or designated country end products unless the Contracting Officer determines that there are no offers for such products or that the offers for such products are insufficient to fulfill the requirements of the solicitation.
