Purpose: The Shark Bottom Longline Observer Program (SBLOP) has been developing an Android tablet application for at-sea data collection for a few years. While the application is functioning in its current state, it is strictly form-based and therefore cumbersome for users to navigate. Purpose of this portion of the project is to streamline data entry chronologically to fully implement electronic data collection in the field, as well as to finalize syncing of mobile data into a current Oracle database. Introduction: The NMFS-Southeast Fisheries Science Center-Shark Bottom Longline Observer Program monitors catch and bycatch on commercial vessels in the Gulf of Mexico and U.S. South Atlantic. Biological scientists are sent aboard these vessels for trips ranging in duration of hours to weeks. Observers identify, measure, and document maturity status of every specimen captured during these trips, while also recording fishing methods. They additionally take vital samples for genetics, age and growth, and reproductive analysis. This data is used to support life history studies and stock assessments of vital fisheries species. Historically, data has been collected on waterproof paper at sea, which is reviewed and entered into an Oracle database at the office. The database is then proofed for entry errors. Current technology allows for the modernization of this process, reducing both errors and time for observers and coordinating staff. SBLOP has had an Android tablet application developed in the last few years. The application allows for trip, gear, haul, catch and sample data entry, based off of current forms. Some form fields are calculated in the backend of the application, speeding up entry, while other fields are auto-filled based on previous entries. The application contains in-app validations to address potential errors in real time. Photos are able to be taken through the application for verifying of identification, while barcode entry is available for sample tracking purposes. The current Android application uses an embedded Sequel Pro database, with data being compressed into encrypted CSV files sent via e-mail, where they are password accessible. While the application in its current state contains most of the needed framework, modifications are required in order to deploy observers with tablets for paperless data collection. Field testing of the application pointed to design issues for use in the field, including: 1. Time of individual specimen entry 2. Navigation constraints, especially within the Animal Log 3. Photograph restrictions 4. Minimal notetaking ability 5. Lack of safety equipment and enforcement forms Proposed work: An individual contract will be awarded to an application developer to modify the existing framework to address the issues encountered during field testing. Screen mock-ups and a detailed list of modifications have been created and will be further discussed during contracting. SEE STATEMENT OF WORK IN ATTACHED PACKAGE FOR DETAILS.
