The Government intends to negotiate a contract with the Atlantic States Marine Fisheries Commission (ASMFC) on a sole source basis for the Administration of the At-Sea Monitoring Fishery Observer Support Services. The Contractor will work to support specific objectives of the proposed activities, including: Provide services and support for invoice tracking and reimbursement to the groundfish or herring industry for ASM/IFM services supplied by ASM/IFM providers. Track and report to NMFS the monthly invoiced amount by sector each month. Track and report to NMFS yearly budget expenditures and remaining dollar amount in contract every quarter. Communicate with Sector/State Managers and NMFS to help ensure compliance with reimbursement. The period of performance will be a base period of one (1) year. A Justification for Other than Full and Open Competition will be posted at a later date. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement is based on upon responses to this notice within the discretion of the Government.
