This construction requirement NFFM7020-19-02105 constitutes as an invitation for Bids (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-98 The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), 166 Water Street, Woods Hole, MA 02543 has a requirement for SOUNDPROOF WALL AND DOOR in accordance with the attached Statement of Work. The project shall be completed within 60 days of notice of award. CLIN Description Quantity Unit Unit Price Total Price Item 0001 Construct a sound proof wall with door for the SAP branch in accordance with the attached Statement of Work 1 JB $ Total contract value $ The Government will award a firm fixed price contract based on best value considering technical capability, past performance, and price. This IFB is 100% set aside for small business concerns. The associated NAICS code is 238130, Framing Contractors, with a business size standard of $15 million. The Government estimate for this project is less than $25,000.00. The referenced Dept. of Labor, Davis Bacon Act, General Decision Number MA190001, dated 5/17/2019, is hereby incorporated into this IFB and any resulting contract. Please see attached Statement of Work , all drawings, and permit requirements for details. Additionally, each offeror must provide the following information with the bid: 1. The Invitation for Bid (IFB) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the IFB. Bids that reject the terms and conditions of the IFB may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement All responsible sources may submit a bid which shall be considered by the agency. Bids must be submitted via electronic means (e-mail) by 1:00 P.M. Eastern on July 11, 2019 to the Contract Specialist, Kelly Parr, at kelly.parr@noaa.gov. Any award resulting from this IFB will be made based on best value. All questions must be submitted in writing to Kelly Parr kelly.parr@noaa.gov by 11:00 A.M. Eastern on June 28, 2019. Telephonic requests will not be honored. The anticipated award date is on or about July 20, 2019. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab with FedBizOpps where this IFB is posted).
