AMENDMENT 1 (03/08/2023): Q&A Question 1: Does the government require any details/assumptions of the pricing provided for each of the two-line items for evaluation? Answer 1: The solicitation specifies to provide pricing as hourly rates for the tasks required. Question 2: Will the contractor be required to access and manage any existing government owned data bases? If so please provide details. Answer 2: The contractor will not be required to manage any existing government owned databases. There may be a need to access existing databases in order to understand the information contained therein and workflow processes. Question 3: Please confirm that the contractor will not be establishing a new long term data base for government information but providing guidance/policy for future work flow. Answer 3: The solicitation specifies that the contractor will develop an inventory of regional data collection and reporting programs and a catalog of public comments and responses. These would most likely be in spreadsheet format. Question 4: Please confirm it is the governments intent to utilize this contract to support a specific initiative with goals and completion date? Or is it intended for a contractor to be integrated into a long term process? Answer 4: It is the governments intent to utilize this contract to support a specific initiative with goals and completion date as described in the solicitation. This is part of a long-term process, and the need for additional support beyond the current solicitation will be determined at a later date. END OF AMENDMENT 1. This solicitation is reopened as unrestricted and open to all sources. This is a new requirement. There is no incumbent. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as unrestricted and open to all sources. The associated NAICS code is 541990. The small business size standard is $19.5 million. The Government intends to award a trade-off, firm fixed-price purchase order. This combined solicitation/synopsis is for services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for MSA policy consulting services at the Office of Science and Technology in Silver Spring, MD, in accordance with the Statement of Work.
