Brand Name Justification: The objective of this purchase is to fill an upgraded chilling seawater system with glycol essential to the Fisheries Behavioral Ecology Program. Dowfrost inhibited propylene glycolbased heat transfer fluid exists in our program’s centralized chilling system, which is being upgraded to include another reservoir and new piping. The two system will merge together to function more efficiency. Due to chemical compatibility and company’s proprietary inhibitors, the glycol supplement must be Dowfrost inhibited propylene glycol to avoid any potential chemical reactions/complications and degradation of the performance/chilling capacity of our program’s centralized chilling system. We require that the propylene glycol supplement be the exact product in order to match existing operating characteristics for experimental research seawater systems which require close tolerances for conditions and maintenance. Purchase of a different type of propylene glycol would compromise the FBEP ability to maintain consistent, uniform conditions in our research laboratories. COMBINED SYNOPSIS/SOLICITATION *Please see attached Solicitation and Statement of Need for more information. Thirty-Five 55 Gallon Drums of Dowfrost Brand Name Propylene Glycol (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NF-FS7100-21-02746RDS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (MAR 2021) (Deviation 2020-11) (AUG 2020)(2020-05)(APR 2020)(2017-05)(SEPT 2017). (IV) This solicitation is being issued as a total small business set aside. The associated NAICS code is 333415. The small business size standard is 1,250 Employees. The Service Contract Labor Standards Act does not apply to this supply purchase. Failure to provide all information to aid in the evaluation may be considered non-responsive. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) This procurement will be awarded using a lowest price technically acceptable approach. FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (OCT 2014), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on (1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. (2) Price. The Government intends to award a firm fixed-price purchase order on an all or none basis with payment terms of Net 30 using a lowest price technically acceptable approach. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
