This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA),Office of Law Enforcement, is conducting market research to determine potential sources for a service and maintenance agreement for two each Roche MagNA Pure 24 DNA Extraction Instruments located at the Marine Forensic Laboratories, Charleston, SC and Seattle, WA. The North American Industrial Classification System (NAICS) code is 811210 Electronic and Precision Equipment Repair and Maintenance. The size standard for this NAICS code is $34.0M. All small businesses under the 811210 NAICS code are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. The requirements for this service agreement includes: Submitted Capability Statements shall include the following: On-site repair, preventive maintenance, and software upgrades by an original equipment manufacturer (OEM) certified technician/engineer One preventive maintenance visit per instrument, per agreement year, including parts Response for emergency repairs within 24 hours of request weekdays during normal working hours Unlimited service visits during normal business hours Coverage must include parts for Repair and Maintenance, labor and technician travel Real-time telephone technical support for OEM protocols run on the instrument Installation of all software and hardware updates for both MagNA Pure 24 instruments soon after they are released. If an instrument’s hard drive is replaced as a part of the service contract, the NWFSC would retain the existing drive. Email support during normal business hours Phone support available 24 hours/day, 7 days a week 1) Company name and address; 2) Unique Entity Identifier; 3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM); 4) Company point of contact- name, phone, and e-mail address; 5) Describe capabilities as well as provide official documentation from Roche to provide repair and maintenance services.Interested sources shall submit an electronic copy of their Capability Statement to Susan Henderson, Contracting Officer, via e-mail at Susan.Henderson@noaa.gov no later than 12:00 PM Eastern on January 31, 2023. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement.
