The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors. The formal solicitation is expected to occur on or around 7 March 2023, hard copies of the RFQ will not be issued. The NAICS code is 561730 with a size standard of $9.5M. Description of Work: The work consists of landscaping and ground maintenance services for NOAA/NEFSC located at Woods Hole, Massachusetts 02543, for base year plus four option years, as specified in the solicitation and statement of work. Department of Labor Wage Determination (as incorporated) is applicable to the work. Period of Performance (base plus (4) years): 1 May 2023 through 31 March 2028. Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2023-01, effective December 30, 2022. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures, and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Past Performance).
