The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires PCR Amplify DNA extracts with MiSeq Services in support of NEFSC Woods Hole, MA facilities as specified in the solicitation and statement of work. The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors. The formal solicitation is expected to occur on or around 9 August 2023, hard copies of the RFQ will not be issued. INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. The solicitation will be on an unrestricted basis. The NAICS code is 541990 with a size standard of $19.5M. Description of Work: The work consists of process 300 genomic DNA samples by conducting PCR reactions, library preparation, and MiSeq sequencing (150X2) of squid gut contents, as specified in the solicitation and statement of work. Period of Performance: 15 September 2023 through 14 September 2024. Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2023-04, effective June 02, 2023. Department of Labor Wage Determination will be applicable and included in resulting contract. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Procedures, and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a single firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Past Performance).
