This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement, is conducting market research to determine potential sources for financial and forensic accounting services. The North American Industrial Classification System (NAICS) code is 541219, Other Accounting Services. The size standard for this NAICS codes is $22.0 million. Businesses interested in fulfilling this requirement are encouraged to submit a brief, typed Capability Statement, not to exceed three (3) pages, in response to this sources sought announcement. The nature of the work to be performed includes the capability to automatically process paper and electronic financial documents and record data into a comprehensive investigative database. The database must provide comprehensive data analysis, graphic visualization of financial transactional patterns, flow of funds tracing and analysis, and a full range of reporting capabilities. The service must be capable of scanning voluminous financial documents and then importing the scanned document and other electronic financial data and information into an electronic database with capability of processing both paper and electronic financial documents and record data into an investigative database. The database must allow for chronological overlay of several accounts, ease of search functions, show analytical trends and patterns that enable investigators to make associations with the data, significantly increase detection of violations, identification of other entities and additional unknown accounts. The acquisition will be issued as Request for Quote (RFQ) in accordance with FAR Part 13.5. A draft Statement of Work is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (A) Company name and address (B) DUNS number (C) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (D) Company point of contact- name, phone, and e-mail address (E) Demonstrate capabilities and/or approach for meeting the following requirements: Interested sources shall submit an electronic copy of their Capability Statement to Susan Henderson, Contracting Officer, via e-mail at susan.henderson@noaa.gov, no later than 10 am EST on August 19, 2021. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement.
