This is a Sources Sought notice. In preparation for an upcoming anticipated procurement, the Satellite and Information Acquisition Division (SIAD) of the Acquisitions and Grants Office (AGO) is conducting market research to identify potential sources and determine the optimal procurement strategy for procuring reference beacons as further detailed in the attached Statement of Work. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) requires beacons to be deployed on buoys or other ocean observing system platforms such as sail drones. The purpose of the contemplated contract is to assess the ability of the Cospas-Sarsat (C/S) System to locate slow-moving beacons as well as hand-held test beacons for similar system tests. The contemplated contract will require the following: 1) Design and manufacturing of the beacons; 2) Integration to the available observing system; and 3) Supporting the beacon installations. The objective of this notice is to collect market research information regarding the availability and capability of qualified businesses associated with the manufacture, sale, and installation of distress radio beacons or emergency beacons. Responses will assist SIAD with determining the appropriate acquisition method, including whether a set-aside is possible. The North American Industry Classification System (NAICS) code for this acquisition is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,250 employees. SIAD is seeking capability statements from experienced vendors. To be determined capable, companies should demonstrate if they have developed any second generation beacon prototypes or technology, or developed any reprogrammable first generation reference beacons. Responses shall be limited to no more than 3 pages and shall address the following information listed below: 1. Company name and address; 2. DUNS number; 3. Type of business (e.g. large business, small business, woman-owned small business, HUBZone small business, service disabled veteran owned small business, etc.) and size classification relative to the NAICS Code for the proposed acquisition; 4. Company point of contact (i.e. name, phone, and email); and 5. A tailored capability statement demonstrating the manufacture, successful testing, delivery and/or installation of: a. At least one (1) second generation beacon prototype that has the same or similar characteristics specified in Section 1.1 of the Statement of Work for either the Government or commercial customers; and/or b. At least one (1) reprogrammable first generation reference beacon that has the same or similar characteristics specified in Section 1.6.2 of the Statement of Work for either the Government or commercial customers.
