(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures at FAR 13.1, using the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is NEEB3000-22-01318. The solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. (iv) This procurement is set aside for small business, using NAICS 335312 “Motor and Generator Manufacturing , with size standard of 1,250 employees.. (v) The Government intends to use a single, firm-fixed-price contract line item - CLIN 0001 “17KW Diesel Generator” which includes the generator, all quoted materials, and FOB Destination shipping. (vi) The purpose of this procurement is to a 17KW Diesel Generator that meets or exceeds the specifications found in the Statement of Need (SON). (vii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. There is an addendum to the provision located at 52.212-1(b)(4). (viii) The provision at 52.212-2, Evaluation-Commercial Items is not used. The following evaluation criteria is used: CAR 1352.213-70 Evaluation utilizing simplified acquisition procedures. The Government will issue an order resulting from this request for quote to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotes: (i) technical capability of the item offered to meet the Government requirement; (ii) duration of lead time and delivery time; (iii) price. The Government will evaluate quotes in accordance with FAR 13.106-2 “Evaluation of Quotations or Offers” (ix) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. There are no addenda to the clause. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Particular clauses are listed in the Terms and Conditions attached to this notice.
