NOAA plans to award a firm fixed price contract on a sole source basis to the Space Science and Engineering Center (SSEC) at the University of Wisconsin - Madison. The contemplated contract is to renew software license subscriptions for SSEC's Man Computer Interactive Data Access System (McIDAS). McIDAS software performs a wide variety of functions with satellite data, including acquiring, displaying, analyzing, interpreting and managing the data. For more information on technical requirements, please refer to the attached Statement of Need. SSEC is uniquely qualified to perform the required work. Specifically, SSEC is the developer of McIDAS and is the sole distributer of the software. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m.Eastern Standard time on June 25, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
