This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOAA intends to sole source this requirement to Emcore Corporation and has prepared and approved a justification for other than full and open competition IAW FAR 13.106. Emcore Corp is the only source reasonably available that can provide supplies which are compatible with the existing systems and equipment. If any other company believes they are capable of meeting the requirements as detailed below, they need to respond to the attached Request for Quote (RFQ). This is a total Small Business (SB) set-aside. The Solicitation Number is NOAA-NE-EB3000-21-00136 and the Solicitation is issued as a Request for Quotation. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. NAICS Code: 334413 – Semiconductor and Related Device Manufacturing with size standard of 1,250 employees. Background The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) has a requirement to upgrade Radio Frequency (RF) Over Fiber equipment used at its Fairbanks Command and Data Acquisition Station (FCDAS) in Fairbanks, Alaska. FCDAS is a 24-7 satellite tracking station operated by NOAA in support of environmental monitoring spacecraft. As part of its operations, FCDAS utilizes antenna systems capable of automatically tracking radio signals transmitted from these spacecraft. Integral components of the antenna systems are the fiber optic transport chassis and cards. These antenna systems are part of the nation’s Critical Infrastructure support system. This Radio Frequency Over Fiber equipment will be used for transporting satellite RF signals between the FCDAS antennas and Operations floor. Existing RF-over-fiber equipment is aged, and some models are no longer supported via replacement or repair. New equipment is needed to maintain ground station operations, and to prevent downtime from failed components. Description of Requirement: The purpose of this procurement is to acquire Emcore Rado Frequency over Fiber Equipment Chassis and Cards (Quantities and Technical Specifications are detailed in the attached RFQ Statement of Need) Period of Performance – No Later Than (NLT) 22 weeks After Receipt of Order (ARO) Place of Delivery: FCDAS, 1300 Eisele Road, Fairbanks, Alaska 99712 The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following evaluation procedures shall be used: FAR 52-212-2 -Evaluation Commercial Items (Oct 2014) The Government will issue a contract resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Price (to include all shipping charges and auxiliary charges related to delivery). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. There are no addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
