This Sources Sought is issued in accordance with Federal Acquisition Regulation (FAR) 52.215-3. Further, NOAA is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. The purpose of this notice is to: Determine if sources exist that are capable of satisfying the agency's requirements; and/or Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements Submission of a response to this Sources Sought is entirely voluntary. The voluntary submission of a response to this Sources Sought shall not obligate NOAA to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Further, no proposals or quotes are sought at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the potential respondent's expense. Not responding to this Sources Sought does not preclude participation in any future formal solicitation, if any is issued. No telephone calls will be accepted requesting a solicitation. NAICS Code: 238210 Electrical Contractors and Other Wiring Installation Contractors Place of Performance: Fairbanks, Alaska Response Date: November 14, 2023 Primary Point of Contact: Markita Simmonds; markita.simmonds@noaa.gov Title of POC: Contract Specialist Scope: The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Fairbanks Command and Data Acquisition Station (FCDAS) has a requirement to upgrade the existing Utility Monitoring and Control System (UMCS); restore and integrate the existing fire main freeze protection alarm system into existing direct digital control system; and evaluate the existing power generation system (Fairbanks, Alaska). Capability Statement: The Government is not requesting generic capability statements, but specific responses tailored to this requirement. Capability statement should address the specific technical requirements as follows: Create building displays, building sub-area displays, equipment displays, and other graphical user interface features; and reuse existing graphical user interface features which are compatible. Comply with the requirements of Section 23 09 13 INSTRUMENTATION AND CONTROL DEVICES FOR HVAC and Section 25 10 10 UTILITY MONITORING AND CONTROL SYSTEM (UMCS) FRONT END AND INTEGRATION. Replace existing temperature switches and flow switches, provide temperature readout, temperature alarm, and flow alarm Create a fire main freeze protection alarm graphical user interface in the UMCS. Determine overall condition, areas of risk, and opportunities for upgrades in performance, safety, and communications for the utility / generator paralleling switchgear, three generator set packages, controls and monitoring which comprise the system. Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement.
