The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division (EAD), Norfolk, VA on behalf of the National Ocean Service (NOS), Office of Coast Survey (OCS), Hydrographic Surveys Division (HSD) is seeking firms highly qualified to provide hydrographic surveying services to support NOAA’s mission to acquire hydrographic survey data to support the creation and maintenance of nautical charts. This acquisition is being solicited on a full and open competition basis with a 2:1 small business reserve ratio in accordance with FAR 19.502-4(a). This ratio means that for every two (2) contracts awarded to large businesses, one (1) contract will be awarded to a small business. The Government plans to award a total of up to seven (7) contracts. The Government may award contracts to more than four (4) large businesses or two (2) small businesses depending on the source selection decision of the most highly qualified firms, which is determined in accordance with Brooks Act procedures. This acquisition will be conducted in accordance with the procedures outlined in the Selection of Architects and Engineers Statute and Federal Acquisition Regulations (FAR) Subpart 36.6 for Architect-Engineer Services and will be on the basis of demonstrated competence and qualifications of prospective firms.
