THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NC-NS1000-21-00594 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory (HML), has a requirement to inspect, calibrate and service the three Smith Boilers and two Domestic Water Heaters located at the Hollings Marine Laboratory on a semiannual and annual basis. The main building has three Smith Cast Iron Dual Fueled Boilers and two PVI Industry Water heaters. The three boilers and two water heaters are located on the second floor in Section E, room E-201 of the building. The awarded contractor shall to respond to emergency calls 24 hours a day, 365 days a year. The period of performance will be a Base Year, plus 4 Option Years. The Government will award a firm fixed price contract based on Best Value/Trade Off (See Evaluation Factors below). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a Size Standard of $16.5 million. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4427, Revision Number 17, dated July 21, 2021. Each offeror must provide the following information with the quote: 1.The Request for Quote (RFQ) number; 2.The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3.Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4.Acknowledgment of Solicitation Amendments (SF-30), if any, and; 5.Detailed Technical Capability narrative. 6.Completed Past Performance Reference form(s). 7.Insurance Certificate 8.Contractors shall be authorized to provide maintenance on the equipment specified in the Statement of Work.Technical personnel shall possess appropriate certification. Provide confirmation of certification for technicalpersonnel. Contractors who do not respond to items 1 through 8 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract.
