THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED AFTERWARDS. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-04, dated August 7, 2019. The associated North American Industrial Classification System (NAICS) code for this requirement is 334419, Other Electronic Computer Manufacturing with a small business size standard of 750 employees. THIS ACQUISITION IS BEING COMPETED AS A TOTAL SMALL BUSINESS SET ASIDE. The National Institute of Standards and Technology (NIST), Information Technology Laboratory (ITL) Applied and Computational Mathematics Division performs research in quantum communications and entangled photon pair generation. NIST requires an optical attenuator to attenuate light down to single-photon levels. NIST requires electronically-controlled variable attenuation from 0 to 140 dB and an optical shutter to fully extinguish the light. Specifically, NIST requires an optical attenuator that meets the minimum specifications detailed in the Schedule of Required Items below. This requirement is being solicited as a brand name or equal requirement. Offerors shall provide either the Viavi Solutions brand name products detailed in the Schedule of Required Items, or items from another manufacturer that meet the minimum specifications detailed in the Schedule of Required Items.
