FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: R SUBJECT: Renewal of MPACT and ANLAP software licenses SOLICITATION NUMBER: NB771010-19-00719 CONTACT POINTS: BRIAN JAMIESON, Contracts Specialist (301) 975-8276; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with MPACT Corp. 5792 Oak Bend Lane Unit 105, Oak Park, CA 91377 for the acquisition of MPACT and ANLAP software license, to be used by the National Institutes of Standards & Technology, Applied and Computational Mathematics Division, Gaithersburg, MD for a period of one year. ***** Sole source determination is based on the need for MPACT and ANLAP software packages that are in use in ongoing projects within the NIST Applied and Computational Mathematics Division. NIST has built up a base of finite element modeling codes, and verification and validation tools which are dependent upon these packages. Without continued access to this software, these projects would be severely delayed, or possibly stopped, preventing the division from executing its mission to provide mathematical and computational support to its colleagues in other NIST organizational units. In addition, failure to maintain access would render past studies unreproducible, which would be highly problematical if questions about the work arise. Licenses for MPACT and ANLAP are only available from the developer of these software packages, MPACT, Corp. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210- Software Publishers, with a small business size standard of $38.5 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.Jamieson@nist.gov. All responses to this notice of intent must be submitted so that they are received at Brian.Jamieson@nist.gov no later than February 19, 2018 at 10:00 AM Eastern Time.
