FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 SUBJECT: Purchase of 5-axis motion optical table/stage SOLICITATION NUMBER: NB735150-19-02766 CONTACT POINTS: BRIAN JAMIESON, Contracts Specialist (301) 975-8276; TODD HILL, Contracting Officer (301) 975-8802 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Advanced Design consulting (ASD-USA) 126 Ridge Rd., Lansing MI 14882 for the acquisition of one (1) Five- Axis motion optical table /stage, used by the National Institutes of Standards & Technology, Gaithersburg, MD. ***** Sole source determination is based on the fact that the Production System Group (PSG) of Intelligent System Division (ISO) is working on the Additive Manufacturing (AM) Machine and Process Control Methods for AM. One of the main outputs of this project is to fabricate the laser processing diffraction testbed (LPDT) and conduct experiments using the LPDT at the Cornell High Energy Synchrotron Source (CHESS). The in-situ diffraction measurement experiments require machine and sample positioning with respect to the stationary synchrotron X-ray beam. Furthermore, sample alignment to the rotation axis, and sample rotation are also necessary. A 5-axis motion optical table/stage is required for the positioning and alignment of the LPDT and sample. The design specifications and control interface are specific and must be compatible to the setup at CHESS. Multiple beamlines at CHESS utilize very similar multi-axis motion optical table/stages for sample and machine alignment built by Advanced Design Consulting USA Inc (ADC). Therefore, we require the 5-axis motion optical table/stage from ADC. If the equipment is not procured from ADC, there could be unforeseen issues in mechanical performance and compatibility issues with the CHESS control system. This optical table/stage is critical for the success of the in-situ diffraction experiments using the LPDT, delays in purchasing will result in significant delays in conducting experiments and missed milestones. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
