THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB733050-22-02471 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07. The associated NAICS 333997 code has a small business size standard of 500 employees. This is requirement is for Full and Open competition. The National Institute of Standards and Technology's Fire Fighting Technology Group requires two (2) High Precision Platform Scales and two (2) Weighing Terminals to support experiments involving solid fuels. The purpose of the high precision platform scale is to measure the weight change over time of burning solid fuel. This measurement is crucial for determining solid heat release rate and requires high accuracy and precision. All quoted items must meet all requirements listed in the Requirements and Specifications document. Date(s) and place(S) of delivery and acceptance and FOB point are required in accordance with the attached RFQ and specification document. The Government will award a firm fixed price purchase order resulting from the responsible offeror whose quotation conforming to the requirement of the solicitation represents the BEST VALUE to the Government considering the Government's evaluation factors provided in the attached Addenda. The National Institute of Standards & Technology (NIST) seeks information on vendors that can provide two (2) High Precision Platform Scales and Weighing Terminals for use with the Fire Research Division. The Fire Fighting Technology Group is developing experiments involving solid fuels. The propose of the high precision platform scale is to measure the weight change over time of burning solid fuel. The measurement is crucial for determining solid heat release rate and requires high accuracy and precision. See the Requirements and Specifications document for specific requirements. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quote (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and, as such, is subject to change prior to issuance of a solicitation. No solicitation is available currently. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
