THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB688000-23-02180 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated NAICS 334413 has a small business size standard of 1,250 employees. This requirement is being competed as a Total Small Business Set Aside. The Basis of Award is Lowest Price Technically Acceptable (LPTA). NIST will evaluate the lowest-price quotation first, and then stop evaluating quotes when NIST has identified the lowest-priced quotation that is technically acceptable. Vendors shall submit quotations so that NIST receives them no later than 11:00 a.m. (Mountain Time) on June 19, 2023. Fax quotations shall not be accepted. Email quotations shall be accepted at lisa.stevens@nist.gov. Please reference the RFQ number in the subject line of email communications and attachments. Vendor's quotations shall not be deemed received by the Government until the quotation enters the email box set forth above. The National Institute of Standards & Technology (NIST) seeks information on vendors that can provide a Tunable Laser System for micro resonator research. The Physical Measurements Lab requires a tunable laser system with continuous wavelength coverage from 1260 nm to 1630 nm to support metrology with integrated photonics frequency combs. Please review the attached Requirements and Specifications Document for specific details as all quotes must meet all Governmental requirements. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and, as such, is subject to change prior to the issuance of a solicitation. No solicitation is available currently. After the results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST’s needs.
