The purpose of this Amendment 1 is to attach the Market Research Inquiry for vendors to fill out and submit to the Contract Specialist in place of their Capability Statement. All other terms and conditions remain unchanged. The National Institute of Standards & Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder, CS seeks information on vendors that are capable of providing Transponder Bandwidth on A Geostationary Satellite per the attached Performance Work Statement (PWS). The National Institute of Standards and Technology (NIST) has a need to purchase non-preemptible Ku-band transponder capacity on a geostationary communications satellite for a Two-Way Satellite Time and Frequency Transfer (TWSTFT) network. This network involves phase coded time transfer and data transmissions (1.0 or possibly 2.5 Mchips/s, depending on price) among 18 European and North American Stations. Note that this is a code division multiple access (CDMA) network and that more than one station will be transmitting at the same time. The purpose of this notice is to identify organizations capable of providing the necessary service and meeting the minimum contractor qualifications now and /or in the near future. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. This requirement is assigned a North American Classification System (NAICS) code of 517410 with a small business size standard of 32.5M. A request for quotation is tentatively planned for announcement and award of a Firm-Fixed-Price in the 1st quarter of fiscal year 2020. The purpose of this notification is to gain market research information regarding the interest, capabilities and, socioeconomic classification (if any) of potential pool of responsible companies/organizations. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: Company/Organization Name. Point of Contact Position and Name. Point of Contact email and phone number. Company/Organization DUNS number. Is your company registered and active in the System for Acquisition Management (SAM) at https://www.sam.gov? Note: Your company MUST be registered and current in SAM to be eligible for an award. Is your company part of a socio-economic program for NAICS 517410? If so, identify the specific program which your company is qualified. For example: qualifications may include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zone (HUB-Zone), and/or Service-Disabled Veteran-Owned Small Business (SDVOSB) or another program. Can your company provide the services per the DRAFT PWS as a Prime Contractor? Provide a Statement of Capabilities which demonstrates your company’s/organization’s ability to perform the requirements in the draft PWS. This statement may include previous experience performing similar projects or tasks. Provide any other relevant information that is not listed above which the Government should consider in developing its minimum requirements and finalizing its market research.
