The National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase(s) The National Institute of Standards and Technology (NIST), Time and Frequency Division, Time Realization and Distribution Group requires a TSC 5120A High Performance Phase Noise and Allan Deviation Tester (1 - 30 MHz). The phase noise and frequency analyzer are a critical equipment used in the Characterization of Atomic Frequency Standards and the Characterization of GPS Satellite Receivers services. The TSC 5110A (the discontinued version of TSC 5120A) is specified in the QM-III of the two services and has been used in the services for more than 15 years. To maintain the high quality and continuous services, we need to have the new equipment as the backups of TSC 5110A currently in use. The new equipment will also allow us to expand our phase noise and frequency measurements in the maintenance of NIST timescales and in research on the new frequency standards measurements. See attached SOW and Specifications for details. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is available currently. The purpose of this synopsis is to identify businesses with the requisite capability to meet the highly specialized requirements of the item(s) stated herein. After results of this market research are obtained, analyzed and compared with NIST's minimum requirement(s). NIST may conduct a competitive procurement and subsequently award a contract. If at least two (2) qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (e.g., SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334220. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that can provide the product(s) identified requirement. Interested organizations that believe they can meet the requirement(s) should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing our minimum requirements and finalizing our market research. Any proprietary information should be clearly marked. The written capability statement should be received by the Contracting Officer as specified herein. The capability statement shall identify the business socio-economic status.
