While the Mettler-Toledo XPR26DR is preferred, vendors wishing to submit quotes for equivalent products that match the Mettler-Toledo XPR26DR, and meet all specifications and requirements in the SOW, may submit quotes in response to this RFQ. Modified attachments are posted with the amendment The submission deadline and other terms/conditions remain unchanged. ----------------------------------------------------------------------------------------------------------------- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB686010-23-02098 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated NAICS 334516 code has a small business size standard of 1,000 employees. This is an unrestricted, Brand Name Only requirement. Background: The National Institute of Standards and Technology's Sources and Detectors Group maintains laser power meters, some of which use force as the traceable parameter. This requires a precision microbalance to assure the stability of our reference masses. As the originally intended microbalance is discontinued, in order to maintain the accuracy and continuity of all ongoing activities, the group requires a Mettler-Toledo XPR26DR due to its matching, unique operating parameters. The proper equipment will allow NIST researchers to verify the stability of the reference mass artifacts that give traceability for the primary standard radiation pressure power meter. Attached are the specifications describing the requirements for solicitation NB686010-23-02098. Questions regarding this RFQ shall be sent to the contracting officer listed below. All quotes shall be submitted electronically to the Contracting Officer, Aaron Ritter, at aaron.ritter@nist.gov no later than 10:00 a.m. on June 23, 2023.

The National Institute of Standards & Technology (NIST) seeks information on vendors that can provide one (1) Mettler-Toledo UMX2 Microbalance to assure the stability of reference masses. As this model is no longer in production, NIST is willing to purchase this equipment from a vendor who resells new or refurbished equipment. Please review the attached Statement of Work for specific details to meet all Government requirements. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quote (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and, as such, is subject to change prior to the issuance of a solicitation. No solicitation is available currently. After the results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST’s needs.
