All other terms and conditions, as well as the quote response date, of this RFQ, remain unchanged. --------------------------------------------------------------------------------------------- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB686000-24-00270 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34.0 million. This requirement is being competed Unrestricted. The National Institute of Standards and Technology’s (NIST) Applied Physics Division purchased a Malvern Panalytical MRD x-ray diffractometer system in 2009. The PANalytical diffractometer system and components have high specifications and are essential to meet several project requirements in the Division. Annual maintenance and emergency service call visits are required in order to preclude disruption and reduced productivity to the Division’s projects. A Description of the requirements for the services to be acquired are in the attached SOW, to include the dates, places and period of service required for this contract. The Government will award a firm fixed price purchase order resulting from the responsible offeror whose quotation conforming to the requirements of the solicitation represents the BEST VALUE to the Government considering the Government’s evaluation factors provided in the attached Addenda. See attached Instructions and Evaluation Criteria, and Basis for Award (Attachment A). Vendors must submit all questions concerning this RFQ via email to the Contracting Officer, Aaron Ritter, at aaron.ritter@nist.gov no later than 10:00 AM (MT) on December 6, 2023.
