INTRODUCTIONS: This is a combined synopsis/ solicitation for commerical items prepared in accordance with the format in far subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. this announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitAtion document will not be issued. The solicitation is being issued using simplified acquisition procedures. The Request for Quotations (RFQ) number is NB674050-23-02341. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02 March 16, 2023. This acquisition is being competed as 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 – Other Computer Related Services. The associated small business size standard is $30 Million. it is being issued using the simplified acquisition procedures under the authority of FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items. The Government contemplates award of a Fixed Price Contract resulting from this RFQ. Questions must be received by or before August 4, 2023 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. Instructions for Quotation The Offeror’s quotation shall be submitted electronically via email to yolanda.mccray@nist.gov and shall consist of two volumes as detailed below. Each quotation volume shall include the Offeror’s name, NIST IDIQ Contract number, DUNS number, and CAGE code in the cover page, header/footer, or other easily identified location. The Contracting Officer intends to award a task order without discussions but reserves the right to enter into discussions if in the best interest of the Government. Volume 1: Technical Response This volume shall contain the Offeror’s cover letter and technical response. Cover letter and technical response (not including cover page, table of contents, or key personnel resume) shall not exceed twenty (20) single sided pages. Text shall be no less than 12-point Arial font, or otherwise legible font, in read-only Microsoft Word or searchable Adobe PDF format. The cover letter shall include the name, title, phone number, and email address of the Offeror’s primary solicitation point of contact and the individual authorized to negotiate on behalf of the Offeror (if negotiations are determined to be necessary). The technical response shall include the following: Technical Approach: The offeror shall describe its technical approach to performing each task in the SOW, demonstrating the offeror’s understanding of the requirements and the effectiveness and feasibility of the proposed approach. The offeror shall also describe how it will manage schedule, logistics and staffing effectively. Key Personnel: The offeror shall provide a resume for each key personnel candidate proposed, demonstrating that the proposed key personnel have the appropriate education, qualifications and experience to efficiently and effectively perform the requirements. The offeror shall clearly demonstrate that the proposed key personnel meet the minimum qualifications detailed in the Performance Work Statement. Volume 2: Business Response This volume shall contain the Offeror’s business response/quotation in read-only Microsoft Excel format or in searchable PDF format. All figures must be rounded to the nearest hundredth. Quotations shall be submitted on a firm fixed price basis in accordance with the contract line item numbering structure identified in Section II: Schedule of this solicitation. The offeror shall provide a breakdown of the proposed labor categories to be used, estimated hours per labor category, and total price per CLIN. Additionally, offerors shall include a proposed fixed price payment schedule with payments tied to the acceptance of deliverables to the maximum extent practicable. All labor rates used in determining the total proposed price for each CLIN shall be within the ceiling fully burdened hourly rates detailed in the offeror’s IDIQ contract with NIST. The Government requests that the offeror provide discounts off of its contractual rates to the maximum extent possible. Evaluation Factors for Award The Government intends to award a task order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, represents best value to the Agency. Best value shall be determined using the trade-off evaluation method. The quotation received will be evaluated for its technical merits, conformance with the Key Personnel minimum requirements identified in the solicitation, and for price reasonableness. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with this solicitation. The Government anticipates making an award without discussions. It is requested that the contractor submit its best quotation and the contractor is encouraged to provide discounts from its IDIQ contract rates. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Replacements for key personnel must possess qualifications equal to or exceeding the qualifications of the personnel being replaced, unless an exception is approved by the Contracting Officer. NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays.
